New Engineered Landfill Planned for Askar City

The Ministry of Municipalities and Agriculture has announced plans to construct a new engineered landfill in the quarry located west of Askar City. The landfill is expected to be operational and ready to receive waste by the year 2025.

The Ministry, through the Tender Board, has expressed its desire to engage an environmental consultant certified by the Supreme Council for Environment to conduct an Environmental Impact Assessment (EIA) study. The study should cover all anticipated impacts of the landfill on the surrounding area.

The Ministry emphasises that the study should be prepared by the consultant with the aim of mitigating any potential negative environmental impacts resulting from the project's implementation and operation. The study will be based on the design of the new landfill, which has been prepared by other parties.

According to the Ministry, the contract duration is 12 months. Only environmental consulting firms classified as (A) and (B) by the Supreme Council for Environment are eligible to participate in the tender.

The Ministry has outlined mandatory requirements, including the submission of a signed and stamped Declaration of Compliance (Appendix B) and an Independent Pricing Certificate (Appendix C) by the company's authorised representative. Failure to provide these documents will lead to the disqualification of the bid.

The Ministry has further stipulated that the bidder must be a qualified environmental consultant certified by the Supreme Council for Environment in categories (A) and (B) only. Bids submitted by unqualified consultants will be rejected.

The Ministry has outlined a two-part technical evaluation process for bids. The first part will involve evaluating mandatory technical criteria. Only bidders who meet all mandatory technical criteria will be considered for the next stage of evaluation.
