Qarata, Al Sada undergo training ahead of new legislative sessions

Abdulwahid Qarata, fresh from his electoral victory, and Dr Anwar Al Sada, newly appointed to the Shura Council, began their political training at the Bahrain Institute for Political Development (BIPD) yesterday. The programme, running under the “Insights” initiative, is designed to prepare them for the legislative and oversight responsibilities they’ll face as the next convening period picks up pace.

Both chambers — the Shura Council and the Council of Representatives — are set to resume sessions in mid-October for the Third Convening Period. Qarata, who secured his seat in Busaiteen’s by-polls, and Dr Al Sada, appointed to fill the seat of the late Abdulrahman Jamsheer, are expected to take their oaths at the first session.

Dr Al Sada will join the Shura Council as it navigates the kingdom’s legislative agenda, while Qarata prepares to take his seat in the Council of Representatives, where he will face significant challenges.

Duties Both will be formally introduced to their constitutional duties during the councils’ first session. The BIPD programme is designed to provide essential training on political engagement and the relationship between government and legislative bodies. The first day covered practical topics, including the government’s approach to legislation and an overview of Bahrain’s fiscal policies.

Abdulnabi Salman, First Deputy Speaker, discussed parliamentary skills, while Shura Council member Dr Bassam Al Binmohammed explained the Fiscal Balance Programme.

Hameed Al Muhaimeed concluded the session with guidance on managing media relations and navigating Bahrain’s public and civil institutions. The training will continue with further focus on parliamentary protocols, internal regulations, and the legal frameworks that underpin Bahrain’s governance. Both Qarata and Dr Al Sada will need to absorb these lessons as they step into their roles in the legislative process.
