Bahrain Announces Strategic Plans for Expanding Electricity and Water Infrastructure

Bahrain’s Electricity and Water Authority (EWA), led by Chairman Eng. Kamal bin Ahmed Mohammed, has unveiled plans to continue its strategic efforts to expand and modernize the kingdom's electricity and water infrastructure. The initiative aims to meet the growing demand for these vital services driven by population growth and economic development.
The chairman announced two major projects in partnership with the private sector: the Sitra Independent Water and Power Project (IWPP) and the Al-Hidd Independent Water Project. Both are scheduled for completion over the next four years.
“These projects will enhance the efficiency of electricity and water production using advanced global technologies,” said Eng. Kamal. He emphasized the authority's commitment to phasing out older, less efficient plants in favor of new high-performance facilities that consume less natural gas and reduce carbon emissions, supporting Bahrain's environmental sustainability goals.
Key Project Details
Sitra IWPP:
Production capacity: 1,200 MW of electricity and 30 million gallons of potable water daily.
Phase one operational by mid-2028, delivering 600 MW and 30 million gallons. Full operations expected by Q2 2029.
Al-Hidd Independent Water Project:
Production capacity: 60 million imperial gallons of potable water daily.
Full commercial operations set for Q2 2028.
Investment and Execution Plans
The projects will be implemented under a Build-Own-Operate (BOO) model. EWA has invited local and international developers to prequalify via the Tender Board’s online platform. Qualified developers will later participate in a competitive international tender, with contracts expected to be awarded by the end of 2025.
The total foreign investment in the two projects is projected to reach $2 billion. A coalition of consultants, led by KPMG Fakhro (financial advisor), WSP Parsons Brinckerhoff (technical advisor), and Trowers & Hamlins (legal advisor), has been appointed to oversee the projects, from tender documentation to financial closure.
Renewable Energy Initiatives
In addition to these projects, Eng. Kamal hinted at upcoming plans for solar energy projects, reinforcing EWA’s commitment to sustainability and the kingdom's long-term energy and water strategy.
“These initiatives showcase our vision for sustainable infrastructure, improving efficiency, and meeting the rising demand for essential services,” he said, highlighting the importance of collaboration with the private sector in addressing future challenges.
These developments mark a significant step forward in ensuring Bahrain's infrastructure keeps pace with its economic and demographic growth.
