Expat ‘Train Your Replacement’ Law Under Shura Review

A Parliament-approved law requiring foreign recruits in Bahrain’s public sector to train Bahraini replacements and meet stricter hiring conditions is set for debate in the Shura Council. The proposal includes a two-year contract cap, a master’s degree requirement, and at least ten years of experience in the relevant field.
The Shura Council’s Legislative Committee, chaired by member Dalal Al Zayed, is reviewing amendments to Article 11 of the Civil Service Law, issued under Decree-Law No. 48 of 2010. Contracts would also require committee approval from the Civil Service Bureau and mandate skill transfer to local staff during the foreign worker’s tenure.
During discussions with the Civil Service Bureau, the committee explored the constitutional and legal implications of the proposed law, as well as concerns over the current foreign hiring process.
Supporters of the law argue it will prioritise Bahraini nationals for government jobs, reduce unemployment, and prepare local talent to replace foreign recruits. Further deliberations are expected before the Shura Council’s full debate on the proposal.
