Call for global laws to curb tech misuse

Global laws to rein in the misuse of artificial intelligence and digital technology must be put in place urgently, First Deputy Chairman of the Shura Council, Jamal Fakhro, has urged, calling for action at the United Nations to regulate fast-moving digital shifts.
Fakhro called for international rules to shield societies from the harmful consequences of unchecked technological development while encouraging its responsible use to drive progress.
He suggested such laws could be shaped after the United Nations Declaration of Human Rights, preserving societal values while setting universal standards for adopting advanced technologies.
He stressed the need for international cooperation, especially to support countries that lack the tools or expertise to manage the rapid changes brought about by digital transformation.

Fakhro spoke during a session on “Promoting Innovation and Inclusive Digital Transformation,” held as part of the “Parliamentary Track of the United Nations Internet Governance Forum 2024” in Riyadh, Saudi Arabia, from December 16 to 18.
The forum was organised by the United Nations Department of Economic and Social Affairs, the Inter-Parliamentary Union, and the Saudi Shura Council.
Fakhro headed Bahrain’s parliamentary delegation, which included MP Muneer Ibrahim Seroor. In his remarks, Fakhro proposed that the United Nations issue a global declaration to protect societal values from the potential dangers of digital transformation and artificial intelligence.
Alternatively, he suggested expanding the UN Declaration of Human Rights to include provisions addressing technology and AI. He warned that lawmakers around the world face growing challenges that demand immediate and effective policy-making.
