New measures could see fines and leadership removal for Youth Clubs

Harsher measures, including removal from leadership positions and administrative penalties, have been proposed for youth clubs and societies.
If approved, the proposal will allow authorities to impose fines of up to 50 dinars for non-compliance, with repeat offenders facing even stricter penalties.
Parliament is set to debate the proposed amendments to the law on Tuesday. The Cabinet has already approved the amendments, paving the way for lawmakers to review them.
Fines, which could be doubled for repeated offenses, will be directed into a fund to support associations and private institutions.
The amendments, introduced by Deputy Prime Minister Khalid bin Abdullah Al Khalifa, aim to modernise the 1989 law governing societies, social and cultural clubs, and private institutions.
Attached to Decree No. (110) of 2024, the draft legislation proposes replacing certain penalties with more practical administrative measures.
The proposal also includes a grievance process, allowing those penalised to appeal decisions within specific timeframes, ensuring fairness in the procedure.
The Legislative and Legal Affairs Committee has been tasked with reviewing the draft law and reporting back to Parliament.
Supporters argue that the changes will improve enforcement while maintaining accountability within youth and sports organisations.
