Government withholds Sports Insurance Legislation

The government has expressed reservations about a proposed parliamentary law requiring the Sports Federation to provide health insurance for national team members and clubs participating in international competitions.
The bill, submitted to the Government by the House of Representatives, aims to ensure health insurance for sports delegations representing Bahrain in various tournaments abroad, which would provide a social and moral safety net for athletes, potentially enhancing their performance and national pride. Additionally, it could save the state significant expenses in the event of injuries sustained during these events.
However, the government emphasised that the objectives of the proposed law are already being met through existing sports charters and the efforts of relevant authorities. They argue that the proposal conflicts with the independence of the legal status of the federation and sports clubs.
The government pointed out that the Olympic Charter highlights the importance of health protection for athletes and the responsibility of the International Olympic Committee in this regard. "During the hosting of the Olympic Games, it is the responsibility of the organising committee and the host country to provide health care and medical services for participating athletes," the government stated.
Consequently, during Olympic events, there is no need to mandate local sports federations to provide health insurance, as this responsibility lies with the host country, as stipulated by the Olympic Charter.
"Furthermore, international sports federation regulations require comprehensive health care and insurance for athletes during international competitions. For instance, the regulations of FIFA, IAAF, FIBA, and FINA mandate that comprehensive medical insurance be provided for all participating athletes," the response on the bill explained.
Thus, during international or continental competitions, athletes are insured for the duration of their participation, with the participating sports entity covering the insurance costs through allocated funds.
"These regulations ensure that athletes receive necessary health coverage during their international participation, aligning with the objectives of the proposed law. The government concluded that the principles underpinning the bill are in line with Bahrain’s established approach, emphasising comprehensive care for athletes at all times, not just during international events," the government stated, adding: "This care includes providing all necessary health support, whether through medical insurance or health services within or outside the kingdom when needed. Bahrain has consistently offered full support to its athletes, especially those injured during international competitions, reflecting the kingdom's deep commitment to providing comprehensive health care for athletes."
"This commitment is part of Bahrain's vision to develop youth and their athletic capabilities, contributing to enhancing national identity, promoting a healthy lifestyle, and raising Bahrain's profile in international arenas."
It's worth noting that the bill was proposed by MPs Khalid Buanaq, Maryam Al Sayegh, Abdullah Hassan Al Dhaen, Ahmed Al Saloum.
