Shura reviews permit reconciliation for expats

Expats could soon have a pathway to resolve permit issues, as a key labour decree has been cleared by the Shura Council’s legal experts.

The proposed law introduces first-time reconciliation for foreign workers caught without permits, along with stricter measures for employers who breach regulations.

Part of Decree Law No. (12) of 2024, the changes include graduated penalties, extended reconciliation periods, and provisions to address unauthorised employment.

Committee chair lawyer Dalal Jassim Al Zayed confirmed the decree’s legal soundness, stating that the measures aim to hold employers accountable while providing workers an opportunity to resolve breaches in a fair manner.

Separately, the committee approved tougher penalties under the Anti-Smoking Law, tied to Decree No. (49) of 2024. The proposed amendment targets the sale and trade of alternative smoking products, including herbal substitutes.

If approved, penalties could rise to fines of up to BD100,000 and prison sentences of up to a year, replacing the current fine range of BD1,000 to BD3,000.

The committee’s recommendations have been sent to other Shura Council committees, including those overseeing defence, public services, and utilities.
