The total number of certified marriage officiants in Bahrain has reached 169, comprising 110 Jaffari and 59 Sunni officiants. These officiants are responsible for drafting marriage contracts for both citizens and expatriates, with each contract earning a reward of 50 Bahraini dinars.
To qualify for a marriage officiant license, applicants must meet several criteria. They must be Bahraini Muslims of full legal capacity, at least 30 years old, and possess a university degree in religious studies or have studied Islamic law as a primary subject. Additionally, they must hold a certified degree from legally recognized authorities in religious sciences.
Moreover, candidates must have a good reputation, with no criminal or ethical judgments against them that could affect their honour or integrity. They must also be medically fit and free from infectious diseases or disabilities that would hinder their officiant duties. Finally, they need to be endorsed by three judges of a level not lower than that of a major court judge.
The decision No. 1 of 2016, concerning the regulations for marriage officiants and the documentation of personal status matters, outlines the procedures for applying for a marriage officiant license. Applicants are required to submit a request letter to the office of the Undersecretary of the Ministry of Justice, Islamic Affairs, and Endowments.
This letter must include personal information, academic qualifications, a medical fitness certificate, and a letter from the Ministry of Interior confirming there are no criminal judgments that could affect their honour or integrity. Additionally, an endorsement letter from three judges from the Sharia courts is required.
