Parliament to debate merger of CSB and Labour Ministry

The potential merger of the Civil Service Bureau and the Ministry of Labour is set to be discussed in Parliament on Tuesday.

The proposal, put forward by MPs Saleh Buanaq and Zainab Abdulameer, calls for the Government to study the feasibility of combining the two entities.

The MPs argue that the merger would streamline the oversight of human resources, align legislation across sectors, and standardise procedures and work systems in both the public and private sectors.

A joint committee from the Legislative and Legal Affairs Committee and the Services Committee of the Council of Representatives has recommended approval, highlighting the potential public benefits. The committee believes the merger could create a more cohesive and consistent legal framework for employment, modernise government institutions, reduce budgetary expenditures, improve coordination on job creation, and better address unemployment in both sectors.

Additionally, it could lead to the development and implementation of employment policies under a single, unified body.

However, both the Ministry of Labour and the Civil Service Bureau have expressed concerns, stating that the proposal falls outside their purview. Despite these reservations, the proposal will proceed to parliamentary debate.
