Bahrain’s approach to lawmaking is shifting towards international standards, with the government adopting regulatory impact assessments used in the UK, Australia, and Germany.

The Minister of Legal Affairs, His Excellency Yusuf bin Abdulhussain Khalaf, said an annual plan has been introduced to prevent overlapping rules and bring more structure to how laws are put together.

The minister explained that government bodies are expected to follow clear steps when drafting or reviewing legislation.

Each law is assessed for its financial effect, both in terms of the government’s spending and its potential to generate revenue.

The process also looks at the resources needed to put new laws into practice and their broader effect on those they H.E. Yusuf bin Abdulhussain Khalaf apply to.
