Debate on emergency stockpiles bill

A Shura-drafted law to regulate emergency stockpiles of essential goods will go before Parliament tomorrow, opening up a debate on whether tighter rules are needed or if existing measures already do the job.

The proposal sets out rules for keeping key supplies in reserve so they don’t run out during crises.

It would put the Ministry of Industry and Commerce in charge of managing stock levels, coordinating with suppliers, and intervening if supplies run low.

The minister would have the power to curb exports, set storage rules, and penalise those who fail to comply.

Penalties include fines and business closures.

The government argues that Bahrain already keeps a close watch on food security through long-standing policies.

The National Food Security Strategy 2020-2030, drawn up with the UN Food and Agriculture Organisation, monitors supplies through monthly reports, real-time tracking, and checks across ministries.

It says the draft law adds an unnecessary layer of rules, warning that vague wording could make enforcement difficult.
