The Cabinet, chaired by His Excellency Shaikh Khalid bin Abdulla Al Khalifa, Deputy Prime Minister, convened at Gudaibiya Palace on 24 March 2025, making significant decisions that reflect Bahrain’s ongoing commitment to national and international progress.
A key highlight of the meeting was the approval of a memorandum from the Minister of Foreign Affairs regarding Bahrain’s candidacy for non-permanent membership in the United Nations Security Council for the 2026–2027 term. The Cabinet’s decision underscores Bahrain’s active role in global diplomacy and its dedication to contributing to international peace and security.
The Cabinet also discussed Bahrain's general budget for the 2025–2026 fiscal year, as presented by the Ministerial Committee for Financial and Economic Affairs and Fiscal Balance. The draft budget, which will be referred to the Council of Representatives, reflects the Kingdom’s priorities in enhancing government services, accelerating housing projects, strengthening education, and fostering economic growth. It also focuses on improving healthcare services and expanding critical infrastructure, including the construction of schools, restoration of academic facilities, and the development of the road and sewage network. The Cabinet emphasized that these initiatives are aligned with Bahrain’s vision of sustainable development and prosperity for all citizens.
Further demonstrating Bahrain’s commitment to sustainability, the Cabinet reaffirmed its dedication to combating climate change. The Kingdom’s participation in Earth Hour was highlighted as a key initiative in raising awareness and promoting environmental responsibility.
The Cabinet also reviewed several other memorandums, including:
Legislative Cooperation: The Cabinet commended His Royal Highness the Crown Prince and Prime Minister for his leadership in engaging both chambers of the Legislative Authority to present the principles upon which the budget is based. This constructive cooperation between the Executive and Legislative Authorities, particularly with the Shura Council Chairman and the Speaker of the Council of Representatives, strengthens Bahrain’s legislative processes.
Bails and Trusts in Criminal Cases: A memorandum from the Ministerial Committee for Financial and Economic Affairs and Fiscal Balance addressed the mechanisms for responding to bails and trusts in criminal cases, with the Ministry of Justice, Islamic Affairs, and Endowments providing the necessary updates.
Education Reports: The Cabinet approved reports submitted by the Education and Training Quality Authority, which focuses on the continuous improvement of Bahrain’s education system.
Government’s Legislative Response: The Cabinet also reviewed the government’s response to three legislative proposals submitted by the Council of Representatives, which are aimed at enhancing the Kingdom’s legal and regulatory framework.
In addition to these matters, the Cabinet discussed Bahrain’s participation in the Joint Arab-Islamic Ministerial Committee meeting with the High Representative of the European Union for Foreign Affairs and Security Policy. Plans for upcoming visits by Bahraini ministers and foreign dignitaries in April 2025 were also reviewed.
These decisions reflect Bahrain’s ongoing efforts to foster economic growth, enhance social services, and play a pivotal role in global affairs. The Cabinet’s discussions emphasized the Kingdom’s commitment to its citizens, environmental sustainability, and its international partnerships.
