Infrastructure Cost Estimation Committee set up

Prime Minister HRH Prince Khalifa bin Salman Al Khalifa yesterday issued Edict 62/2015 establishing the Infrastructure Cost Estimation Committee.

Chaired by the Transportation and Telecommunications Ministry’s Undersecretary for Land Transportation and Post, the panel will comprise representatives of HRH Premier’s Court, First Deputy Prime Minister’s Office.

It will also include representatives of the Roads, Municipalities Affairs, and Urban Planning sectors at the Ministry of Works, Municipalities Affairs and Urban Planning, as well as representatives of the Electricity and Water sectors at the Electricity and Water Authority (EWA), and a representative of the Housing Ministry.

The edict stipulates that all sides shall nominate their representatives, who should be directors, at least. They will serve for renewable two-year terms, and in case of vacancy, the same party nominates another representative to complete the predecessor’s term.

Members will serve for renewable two-year terms, and shall elect a Deputy Chairman during the first meeting of the panel.

The panel shall convene at the request of its President, and its meetings will not be valid unless the majority of its members, including necessarily the chairman or deputy chairman, is attending. 

Recommendations or resolutions will be issued by the majority of attending members, and in case of a tie, the meeting chair’s voice will be decisive.

The committee shall appoint a rapporteur to take minutes of its meeting and any other duties assigned to him.
