HM King abolishes NOGA, Oil Ministry takes over functions

His Majesty King Hamad bin Isa Al Khalifa yesterday issued Royal Decree 99/2021, abolishing the National Oil and Gas Authority (NOGA).

According to the Decree, the Ministry of Oil shall undertake all the functions carried out by NOGA as stipulated in the laws, regulations, decisions and regulations in force in the Kingdom.

 All the financial appropriations allocated for NOGA in the state budget and all its rights and obligations shall be transferred to the Ministry of Oil.

 All NOGA’s employees shall also be transferred to the Oil Ministry with the same rights and benefits, following the organisational structure of the Ministry.

Any text that contradicts the provisions of this decree shall be repealed.

The Prime Minister, and ministers, each in their capacity, shall implement the provisions of this decree, which takes immediate effect and will be published in the Official Gazette.

Functions and powers HM King Hamad issued Decree-Law 25/2021, amending some provisions of Law 10/2006 concerning specifying the functions and powers of the National Oil and Gas Authority (NOGA), which was established as per Decree 63/2005 and amending some provisions of Decree-Law 42/1999 on the establishment of the Bahrain Petroleum Company (Bapco).

Article (1): Law 10/2006 concerning specifying the functions and powers of the National Oil and Gas Authority (NOGA), which was established as per Decree 63/2005, and amending some provisions of Decree-Law 42/1999 on the establishment of the Bahrain Petroleum Company shall be renamed as “Law 10/2006 for specifying the functions and powers of the relevant oil and gas entities, and amending some provisions of Decree-Law 42/1999 on the establishment of the Bahrain Petroleum Company”.

Article (2): The phrase “the entity to be determined as per a decree” shall replace the “Oil and Gas Authority” mentioned in Article (1), and the phrases “the Board of Directors of the National Oil and Gas Authority” and “the National Oil and Gas Authority” mentioned in Article (2) of Law 10/2006. Article (3): The expression “Article (2) of Decree No. (78) for the year 2005 to the formation of the Board of Directors of the National Oil and Gas Authority and specifying its objects and functions”, mentioned in Article (1) of Law 10/2006 shall be abrogated.

The Prime Minister and the ministers, each within their jurisdiction, shall implement the provisions of this decree-law, which comes into effect upon its publication in the Official Gazette.

Organising Oil Ministry His Majesty yesterday issued Royal Decree 100/2021, organising the Oil Ministry, as follows:

• The Directorate of International Relations and Cooperation.

• The Directorate of Control and Licensing

• The Directorate of Policies and Strategic Planning The Minister of Oil shall implement the provisions of this decree, which comes into force immediately and will be published in the Official Gazette.
