HM King issues Royal Order on NIHR appointment criteria

His Majesty King Hamad bin Isa Al Khalifa yesterday issued Royal Order (39) of 2023 amending provisions of Royal Order (17) of 2017 determining the criteria for appointing members of the Board of Commissioners of the National Institution for Human Rights (NIHR).

The Royal Order stipulated the following:

Article 1:

The text of Article Three of Royal Decree 17/2017 determining the criteria for appointing members of the Board of Commissioners of the NIHR shall be replaced with the following text: “A committee shall be formed to select the members of the Board of Commissioners, headed by the Minister of the Royal Court, and the membership of a sufficient number of experts and human rights advocates.

Among them may be one or more former members of the board of commissioners. An edict is issued by the Minister of the Royal Court appointing the members of the committee, and the president chooses one of them as the committee’s rapporteur.”

Article 2:

A new article, “Article Three bis”, shall be added to Royal Decree No. 17/2017 determining the criteria for appointing members of the Board of Commissioners of the NIHR, which reads as follows: “The committee announces the opening of candidacy for membership of the board of commissioners, provided that the announcement includes the conditions that must be met by the full-time and part-time members.

The committee shall receive, examine and classify nomination applications, and conduct the necessary interviews and consultations to carry out its tasks, in preparation for compiling a list of candidates.

Article 3:

The royal decree shall take effect from the date of its issuance and be published in the Official Gazette. HM King Hamad issued Royal Order 40/2023, appointing representatives of the Government Bahrain at the Supreme Council of the Gulf Cooperation Council (GCC) Advisory Board.

According to the order, the representatives shall include the following: Dr. Shaikha Maryam bin Hasan Al Khalifa, Ali Abdullah Al Aradi, Ahmed Sabah Al Salloum, Hasan Eid Bukhamas, and Sabeeka Khalifa Al Fadhala The representatives shall serve for a period of three years.
