The Minister of Legal Affairs, His Excellency Yousif Khalaf, affirmed that the Kingdom of Bahrain has been experiencing a legislative renaissance under the reformist reign of His Majesty King Hamad bin Isa Al Khalifa.
He emphasised this point while addressing a question posed by MP Ejlal Essa Bubshait in his inaugural response to a legislative inquiry.
The legislative system has been meticulously modernised mirroring the paragons of international norms, with its evolution being greatly guided by the harmonious collaboration of the legislative and executive spheres, the Minister noted.
Exemplifying judicious foresight, the Cabinet’s carefully crafted yearly legislative blueprint deftly delineates forthcoming legislation, ensuring its alignment with the overarching priorities of the government, intricately interwoven with the government programme and budget law.
Consistency and coherence This anticipatory approach is designed to create consistency and coherence throughout the executive apparatus.
As detailed in the legislative directives document, the government employs an evidence-based methodology for legislation, this methodology encompasses the entire legislative process, from initial conceptualisation to final legal enactment.
To gauge the impact of legislation, the government employs a rigorous methodology replete with quantifiable metrics, adhering to international benchmarks and empirical methodologies.
The respective governmental entities undertake the assessment of legislative impacts within their domain, and should the need arise, protocols established for statutory modifications are enacted.
