Bahrain launches Global Digital Government Programme to share expertise worldwide

Following the directives of General Shaikh Rashid bin Abdullah Al Khalifa, Minister of Interior and Chairman of the Ministerial Committee for Information and Communication Technology (MCICT), the Information & eGovernment Authority (iGA) launched the pilot phase of the "Global Twinning Digital Government Excellence" initiative. This initiative, part of Bahrain’s collaboration with the United Nations, aims to enhance international cooperation by sharing Bahrain’s expertise in digital governance with other countries to support their goals.

The iGA hosted the launch event, chaired by iGA Chief Executive Mohamed Ali Al Qaed, with representatives from Tunisia and the Comoros in attendance. During the session, Bahrain’s remarkable achievements in digital transformation were showcased, including the kingdom’s 18th global ranking in the 2024 UN E-Government Survey and its high standing in the UN E-Government Development Index (EGDI).

Al Qaed emphasized the importance of the programme in strengthening Bahrain's leadership in global digital transformation. He highlighted its potential to drive innovation, improve governance, and expand access to government services worldwide. He expressed hopes that more countries would join the initiative, contributing to the shared goal of global digital excellence.

In his presentation, Al Qaed outlined Bahrain's success in implementing advanced digital technologies and innovative best practices. He highlighted over 750 government services available via Bahrain’s digital portal, bahrain.bh, and more than 15 mobile apps, such as eTraffic, Sehati, and Mawaeed, available through the Government App Store.

Sijilat

The iGA has integrated over 20 national systems to enhance connectivity across government operations, such as the Sijilat system, developed with the Ministry of Industry and Commerce, which streamlines government licensing processes. Al Qaed also discussed the Benayat system, which simplifies building permit procedures and fosters real estate investment, and the national appointment system that allows users to book appointments at service centers. Additionally, he highlighted Tawasul, a feedback channel for citizens and residents.

Al Qaed demonstrated the success of self-service kiosks, which now offer over 13 services and contribute to a 90% increase in digital transformation, as well as reducing costs by 90% and saving an estimated 68% in time and effort.

He also discussed how Bahrain utilizes cloud computing, artificial intelligence (AI), and big data to enhance service quality. Al Qaed emphasized the role of Bahrain’s Open Data Platform, data.gov.bh, in fostering public participation through accessible and accurate data.

In addition, Al Qaed spoke about efforts to improve customer service and the role of the Government Service Center Evaluation Committee in encouraging government entities to improve service delivery through digital solutions. He also highlighted the Technical Development Programme, which aims to foster innovation and develop young talent in the tech sector.

During the visit, iGA officials and directors provided insights into the kingdom's digital transformation, including system development, service reengineering, and the use of Geographic Information Systems (GIS). The delegation also visited key locations, including the Ministry of Industry and Commerce, Bahrain FinTech Bay, and the BENEFIT Company, to gain further insights into Bahrain’s digital initiatives and systems.
