South Korea has alleged that Russia is supplying advanced air-defense missiles and equipment to North Korea in exchange for sending around 10,000 troops to support its war in Ukraine. According to South Korean intelligence, some North Korean soldiers are already engaged in combat, and Pyongyang has also shipped over 13,000 containers of artillery and other weapons to Russia since August 2023.
This deepening alliance includes a newly ratified defense pact obligating mutual military support and efforts to counter Western sanctions. Analysts suggest North Korea is using this partnership to reposition itself geopolitically, securing access to Russia's resources while diversifying beyond its traditional ties with China.
North Korea has defended its actions as compliant with international law but has not officially confirmed troop deployments. The development has prompted South Korea to reconsider its longstanding policy of not sending arms to conflict zones, signaling a potential policy shift amidst growing regional and global tensions.
