The United Nations Security Council (UNSC) has issued a statement emphasizing the urgent need for an inclusive, Syrian-led, and Syrian-owned political process to address the ongoing crisis in Syria. The process, as outlined in Resolution 2254 (2015), is to be facilitated by the United Nations and aims to fulfill the legitimate aspirations of all Syrians while ensuring their protection. The Council expressed its full support for the efforts of UN Special Envoy for Syria, Geir Pedersen, in guiding this process, which seeks to empower Syrians to independently and democratically shape their future.
Reaffirming their commitment to Syria’s sovereignty, independence, unity, and territorial integrity, the UNSC members called on all nations to respect these principles. They further urged Syria and its neighboring states to avoid any actions or interference that could compromise regional security and stability.
The Council highlighted the ongoing necessity of combating terrorism in Syria, emphasizing adherence to relevant UNSC resolutions, including 1267, 1989, and 2253. Particular focus was placed on preventing the resurgence of terrorist groups like ISIL (Da’esh) and denying them safe havens within Syria. Additionally, the UNSC stressed Syria's obligation to comply with all Council resolutions regarding non-conventional weapons and urged cooperation with international efforts.
Addressing the humanitarian crisis, the UNSC called for adherence to human rights and international humanitarian law, including ensuring unhindered humanitarian access to civilians in need. They urged the international community to enhance support for UN-led efforts and humanitarian organizations assisting Syrians. The Council also expressed solidarity with victims, families, and those affected by enforced disappearances.
The UNSC reiterated its support for the United Nations Disengagement Observer Force (UNDOF) and its mandate. They urged all parties to respect the 1974 Disengagement Agreement, including maintaining the Area of Separation and ensuring the safety of peacekeepers and infrastructure.
Additionally, the Council emphasized the inviolability of diplomatic and consular premises and personnel, calling for strict adherence to international law in all cases.
The statement underscores the Council's ongoing commitment to addressing the complex challenges in Syria and supporting efforts to achieve peace, stability, and justice for all Syrians.
