The International Institute for Strategic Studies (IISS) has announced that Emmanuel Macron, President of the French Republic, will deliver the Keynote Address at the 22nd edition of the IISS Shangri-La Dialogue, scheduled to take place in Singapore from 30 May to 1 June 2025.

President Macron’s speech is set for Friday, 30 May 2025, marking the official opening of Asia’s premier defence summit. The Shangri-La Dialogue convenes defence ministers, military leaders, senior officials, business executives, and security experts from across the Asia-Pacific, Europe, North America, and beyond to address critical global security challenges.

This prestigious event has previously featured keynote speakers such as Philippine President Ferdinand R. Marcos Jr., Singapore’s Prime Minister Lee Hsien Loong, India’s Prime Minister Narendra Modi, Japan’s Prime Minister Kishida Fumio, and Australia’s Prime Minister Anthony Albanese.

Dr. Bastian Giegerich, Director-General and Chief Executive of the IISS, highlighted the significance of President Macron’s participation, noting, “Through President Macron’s vision and leadership, France became the first European country to adopt a strategy for the Indo-Pacific. France’s ties to the region are multi-faceted, from its overseas territories to its global role as a permanent member of the United Nations Security Council. The IISS looks forward to President Macron articulating France’s perspective on and strategy for the Indo-Pacific’s pressing security challenges at the 22nd IISS Shangri-La Dialogue.”

Held at the Shangri-La Hotel in Singapore, the dialogue is expected to attract more than 550 delegates from the defence and security sectors of over 40 countries worldwide.

Additional announcements regarding speakers and sessions will be made as the event approaches.
