Can Visit Visa Holders Perform Hajj? Saudi Arabia Sends Strong Reminder Ahead of 2025 Season

Ahead of the Hajj 2025 season, Saudi Arabia's Ministry of Tourism has issued a firm reminder that individuals entering the Kingdom on visit visas are strictly prohibited from performing the annual pilgrimage. This directive is in accordance with established regulations that require all Hajj participants to obtain a valid Hajj visa.

To reinforce this rule, the Ministry has highlighted that any person—whether a citizen, resident, or visitor—caught attempting to enter Mecca without a proper Hajj permit will face a fine of SR10,000. This fine also applies to access of key pilgrimage locations, including the Holy City, the Haram Area, Mina, Arafat, Muzdalifah, and other significant sites such as Haramain Train Station and temporary checkpoints.

The penalties will be enforced uniformly, regardless of the violator's nationality or legal status. Additionally, repeat offenders could face double the fine amount.

These measures form part of Saudi Arabia's broader efforts to maintain security and ensure smooth, regulated access to pilgrimage sites. The Ministry of Tourism has urged all visitors on a non-Hajj visa to familiarize themselves with the relevant regulations and comply fully to avoid penalties.
