Ukraine raises boat capsize toll to 16
Ukrainian recovery workers raised the death toll by two to 16 on Monday after recovering and searching a pleasure boat that sank in the Black Sea near the Ukrainian city of Odessa.
Local officials said the vessel -- carrying more than double the maximum 15 passengers and crew when it went down in a heavy storm on Saturday -- had no life jackets on board.
The boat's captain was placed in pre-trial detention on Sunday and faces up to 10 years in prison for failing to follow proper safety regulations.
The incident was one of the former Soviet country's deadliest maritime disasters and underscores its outdated infrastructure and frequent disregard for regulations and administrative controls.
